Opportunity awaits at Surprise City Center! There is a square mile in the Surprise, AZ downtown area that is prime for development, and Surprise Center Development Company (SCDC) is working on a master plan to ensure the area is developed to its full potential – with a focus on creating a collection of experiences and the feeling of community.
SCDC presented a draft master plan to City Council on June 18, 2019. The plan was produced after a series of outreach sessions where residents, business, staff and students shared their ideas for future development of the city’s downtown core.

The plan is general in nature, with a focus on possible land use, transportation, open space, public and community facilities, meeting places, shade, water elements, design elements, theming, walkability and streets.
Public Participation Meetings
SCDC representatives will be attending several community meetings to present and discuss their draft City Center Master Plan.
