City of Surprise Public Meetings will reopen to in-person attendance effective April 12, 2021
Meetings of the Surprise City Council, Veteran, Disability & Human Services Commission, Planning and Zoning Commission, and Public Safety Retirement Commission will reopen to in-person public participation while maintaining online and cable viewing options and the ability to email public comments in advance of the meetings at

City Boards and Commission meetings and City Council Subcommittee meetings that were not televised prior to the pandemic will no longer be televised on or after April 12. They will be moved to their traditional locations and be open to the public.

City Council Meetings

Location: City Council meetings are held at the Surprise City Hall in the Council Chambers located at 16000 N. Civic Center Plaza unless otherwise posted.

Time: Regular City Council Meetings start at 6:00 p.m. per City Code. Work Sessions & Special Council Meetings normally start at 4:00 p.m. but may have a different start time. Watch: Council Meetings are broadcast live on the City's television station, Surprise TV. For those residents that do not have Cox (Ch. 11) cable, meetings are also broadcast live over the internet on Surprise TV Online.

Participate: Individuals wishing to address the City Council on specific items, during public hearings or at the Call-to-the-Public segment of the City Council Meeting must fill out a Call to the Public form.

Please be aware that Council Members may not discuss or respond to matters raised during call to the public that are not specifically identified on the agenda. Council Members may however, in their discretion, discuss or respond to relevant matters raised during  a noticed public hearing or agenda item.
