Kelsey Lamphier is the Economic Development Analyst for the City of Surprise. Her key responsibilities include market data analytics, graphic design and marketing, and research for business attraction and retention efforts. The data and materials produced assist the team in creating compelling and engaging stories for clients and residents.

Prior to becoming the Economic Development Analyst, Kelsey began her Economic Development career in Surprise as an intern. During this internship, she also worked in restaurant management where she was able to experience first-hand business operations from budgeting and inventory to personnel management.

Kelsey graduated with her Bachelor’s degree in Urban Planning and Development from Ball State University and her Masters of Public Administration with an Emphasis in Government and Policy from Grand Canyon University. She is an Arizona Economic Development Professional (AZED Pro) and actively working towards her CEcD certification.
