The City of Surprise has contracted with an independent EMS transport billing company to manage fee recovery. The company, AMB is required to adhere to stringent rules concerning patient confidentiality, professionalism, and courtesy in the administration of the EMS transport billing program. All patients, residents and non-residents will also be billed for balances due accordingly.
The EMS billing company (AMB) has customer service representatives to address billing and insurance questions through a toll-free number. The number to call with questions is 844.889.7701. Owners who cannot produce proof of a current rabies vaccination must quarantine their animal at their expense with Maricopa County Animal Care and Control Services, (MCACCS), or a quarantine-approved veterinary hospital.
Owners may confine their animal at their home with the consent of, and in a manner prescribed by, an Animal Control Officer, provided they can show proof of the following within 24 hours.

“ORDINANCE” means a City Council Action setting forth a rule of public conduct that is considered long-term. Long-term rules include zoning issues, annexations, abandonments, laws of the City or similar actions of the Council. Each Ordinance, in addition to being referenced by number and brief title in the Minutes, will be recorded and maintained in numerical sequence as a permanent record of the City in a separate set of books. Effective dates of Ordinances shall be as provided by law.
If you have been cited for a criminal violation, you may file for an extension. Court date extensions must be requested in writing prior to your court date. Extensions are not automatically granted. If good cause cannot be shown, the extension will not be granted and you will have to appear on your original court date. Surprise Court Online Payments
Superior Court: The Northwest Regional Superior Court is located at 14264 W. Tierra Buena Lane in Surprise 602.372.9400 and handles civil and contract disputes, small claims, marriage licenses, some landlord/tenant matters, Protection Orders, family court, and probate matters.
Justice of the Peace Courts: The Northwest Regional Court Center is comprised of four justice courts -- Hassayampa, Lake Pleasant, Manistee, and North Valley Justice Courts. The courts are located at 14264 W. Tierra Buena Lane in Surprise 602.372.2000. The justice courts hear traffic cases and certain criminal and civil cases, including domestic violence and harassment cases. They can issue search warrants. Their civil jurisdiction is limited to cases involving claims less than $10,000.

The driver is in an accident, AND has no insurance, AND has a suspended, revoked or cancelled driver license for any reason.
The law requires that vehicles impounded under these conditions be held for a period of thirty (30) days before being released. In some cases you may be eligible to have the vehicle released sooner, such as if you get your license status reinstated by the Motor Vehicle Division or the courts.
Please note that you may have to go to court or the Motor Vehicle Division first if your license was suspended, revoked or cancelled, and/or if your vehicle registration was expired or cancelled. We cannot release your vehicle to you until these documents are valid and current. NOTE – if your driving privilege cannot be restored by the end of the 30-day impound period (for example, it has been suspended for one year), you may bring a fully licensed driver with you to drive the car upon release. You must still have valid vehicle registration and insurance before the vehicle will be released.
You must pay an administrative fee of $150 to the City of Surprise. Payment must be in the form of cash, money order, cashier’s check or certified check. Upon payment of the fee you will be given a release form that you must take to the towing company. At the towing company, you must pay the towing and storage fees. Payment is made directly to the towing company by money order, certified check or credit card. If you come to the tow yard at other than normal business hours, you may be charged a gate/access fee. You must also present proof of your identity and ownership to the tow company.
If you do not claim your vehicle when it is available for release the towing company will file for abandoned title to the vehicle.

After 30 days pass the vehicle will be released to you if you provide proof the vehicle is currently registered AND one of the following:
Effective May 1, 2015, the Surprise Police Department’s 30-day Impound Hearings will be conducted by appointment only.

*An authorized agent is defined as anyone the owner of the vehicle authorizes to take custody of the vehicle from the impound lot on his/her behalf.
The Surprise Police Department will not interfere with policies established by the tow company (i.e. vehicle owner, photo identification, etc.) for release of the vehicle.
It is recommended that you call at least 3 days prior to the expiration of the 30-day impoundment to schedule an appointment to avoid delays in obtaining your vehicle.
If you cannot pay to have the vehicle released the towing company may file a report with the Motor Vehicle Division to obtain title to the vehicle in lieu of payment. If you know you will not be able to pay for the storage it is in your best interests to talk directly with the towing company about this as soon as possible.

- The truck came by before your container was put at the curb. Your container should be placed at the curb by 6 a.m. Don’t rely on routes being run at the same time every week.
- It contained illegal materials such as rocks, bricks, etc., or was over the 200 pound weight limit.
- A car or other obstacle was blocking access to the trash container

Be prepared to report the pole number. The number is located on the pole, about six feet off the ground and is usually six digits or more.

- Medical sharps should be placed in either a medical sharps container purchased from a pharmacy or health care provider, or in a heavy-plastic or metal container.
- The container should be puncture-proof with a tight-fitting lid.
- Household containers, such as plastic detergent bottles, can be used if heavy duty tape is used to secure the lid to the container and the words “Not Recyclable” are written on the container with a black indelible marker. The AZ DEQ guidance includes these warnings:
- Do not use a clear or glass container. - Do not over-fill the containers. Keep container out of reach of children and pets.
- Always wash your hands after handling or touching medical sharps. Visit the AZDEQ web site to review guidelines.
Residential rentals are taxable at 2.2% for the City of Surprise (unless you meet the exemption below). Residential rentals are not taxed by the State or County. You will need an Arizona State Privilege License in order to report the rental tax collected for the City of Surprise. Please note that you are only applying for a program city license, so you will pay the fee that corresponds with that particular city. The fee for The City of Surprise is $10.00. You will need to submit a Transaction Privilege Tax City Only Application.
Exemption: If you have less than 2 residential rentals within the State and no commercial rental properties within the state, you are not deemed to be in the rental business, and are therefore exempt from the tax. However, if your rental property is leased through a Property Manager, every residential rental property located in the City of Surprise is subject to tax. In addition, each property owner is required to have a tax license, regardless of the City of Surprise minimum number of rentals.Note: If you also own a commercial rental anywhere in the State, every residential rental property located in the City of Surprise is subject to tax, regardless of the City of Surprise minimum number of rentals.

Background on the Arizona Groundwater Management Act (GMA): Groundwater levels in the Phoenix-Mesa metropolitan area have been adversely impacted by historic overuse of groundwater. During the mid 1900’s, many Arizona cities began transitioning from an agricultural to an urban economy, and many policy makers became increasingly concerned about the adequacy of water supplies to support the state’s growth.
After several earlier failed efforts, water users came together to develop a comprehensive groundwater management plan, known as the Arizona Groundwater Management Act of 1980.
The Arizona Department of Water Resources (ADWR) administers and enforces the Groundwater Code. The highest level of management, with the most restrictive provisions, is applied to Active Management Areas (AMAs) where groundwater overdraft historically was most severe. The Phoenix area AMA was established in 1994 and its goal is safe-yield by 2025. Safe-yield is a long-term balance between the amount of groundwater withdrawn in the AMA and the amount of natural and artificial recharge.
The Groundwater Code places restrictions on cities’ use of groundwater, to ensure that they do not pump more groundwater than is naturally replaced or artificially recharged.
*NOTE: An aquifer is an underground layer or water-bearing permeable rock, or unconsolidated materials (gravel, sand, silt or clay) from which groundwater can be usefully extracted using well water. Water on the surface of the earth slowly percolates through the ground and fills the open spaces between gravel and sand particles, and the cracks and fractures of rocks.
