Notice is hereby given pursuant to Ariz. Rev. Stat. § 9-499.15 that the City of Surprise intends to levy an increased primary and secondary property tax. The Surprise City Council will adopt the property tax on June 21, 2022 at or after 6:00 pm at City Hall Council Chambers, located at 16000 N. Civic Center Plaza. After adoption, these tax rates will be effective for the 2022 tax year. This Notice, including the schedule of new taxes and the written report supporting the new tax is available on the City’s website at https://www.surpriseaz.gov/.

Written Report Supporting the Tax
The City of Surprise is proposing to hold the primary property tax rate at $0.7591 for tax year 2022. While the rate is unchanged, the total levy amount will increase due to new construction, and increased assessed valuations on existing property, totaling $529,980. The increased levy will enable the City to maintain current levels of service.
The City of Surprise will levy a secondary property tax pursuant to Ariz. Rev. Stat. § 35-458 for the purpose of retiring the debt associated with the Surprise General Obligation Bonds which were approved by voters on November 7, 2017. The City will levy a secondary property tax each year until the General Obligation debt has been retired.
The first of two issuances were finalized at the end of FY2018. The final issuance of G.O. Bonds was issued in FY2021, which completed issuance of the amount of bonds authorized in the City election. The secondary property tax is used to cover the annual debt service payments and related administrative fees/expenses. The secondary property tax rate will be re-calculated each fiscal year.
