Notice to Establish/Update Secondary Property Tax Rates for Streetlight Improvement Districts


Notice is hereby given pursuant to Ariz. Rev. Stat. § 9-499.15 that the City of Surprise intends to update the secondary property tax rate for the following street light improvement districts. The property tax rates will be discussed and adopted by the Surprise City Council on June 21, 2022 at or after 6:00 pm at City Hall Council Chambers, located at 16000 N. Civic Center Plaza, Surprise, Arizona 85374. After adoption, these tax rates will be effective for the 2022 tax year. This Notice, including the schedule of new/increased taxes and the written report or data supporting the new tax is available on the City’s website at

Written Report Supporting the Tax

The City of Surprise will levy a secondary property tax pursuant to Ariz. Rev. Stat. § 48-616 for the purpose of purchasing energy for street lights within the boundaries of the respective street light improvement district (SLID). The levy rates for ad valorem (SLIDs) and the tax amount for equal apportionment SLIDs are calculated on an annual basis taking into account estimated electricity costs, administration fees, and the net assessed limited property value and, in the case of equal apportionment, the number and classification of properties within the respective SLID. The annual statements and estimates of the expenses of the districts and collection of ad valorem taxes upon the assessed value of all the property real and personal in the districts or by an equal apportionment of taxes based on the number and classification of properties within the districts are available on the City’s website at as well as on file in the office of the Surprise City Clerk located at 16000 N. Civic Center Plaza, Surprise, Arizona 85374.
