Notice is hereby given pursuant to Ariz. Rev. Stat. § 9-499.15 that the Marley Park Community Facilities District (MPCFD) intends to levy an increased secondary property tax for the District. The property tax will be adopted by the Marley Park Community Facilities District Board of Directors on June 21, 2022 at or after 5:30 pm at City Hall Council Chambers, located at 16000 N. Civic Center Plaza, Surprise, Arizona 85374. After adoption, these tax rates will be effective for the 2022 tax year. This Notice, including the schedule of increased taxes and the written report or data supporting the new tax is available on the City’s website at https://www.surpriseaz.gov/

Written Report Supporting the Tax
The City of Surprise is proposing to hold the secondary property tax rate at $3.4771 for tax year 2022. While the rate is unchanged, the total levy amount will increase due to new construction, and increased assessed valuations on existing property.
The City of Surprise will levy a secondary property tax pursuant to Ariz. Rev. Stat. § 48-716 and § 48-723 for the purpose of issuing debt associated with MPCFD General Obligation Bonds that were approved during a special election held on December 7, 2004. The MPCFD will levy a secondary tax to pay the annual debt service payment and related administrative fees/expenses and a portion of operations and maintenance of the district. Operation and maintenance is $0.30 per $100 of assessed value. The secondary property tax rate will be re-calculated each fiscal year. The FY2023 budget includes a debt issuance not to exceed $13,079,200.
The annual statements and estimates of the operations and maintenance expenses of the district, the costs of capital improvements to be financed by the tax levy or levies and the amount of all other expenditures for public infrastructure and enhanced municipal services proposed to be paid from the tax levy or levies are available on the City’s website at https://www.surpriseaz.gov/ as well as on file in the office of the Surprise City Clerk located at 16000 N. Civic Center Plaza, Surprise, Arizona 85374.
