Surprise Judge Dominguez awarded for judicial excellence

Surprise City Court Presiding Judge, Judge Louis Frank Dominguez has been named the 2020 Justice Michael D. Ryan Award for Judicial Excellence recipient by the State Bar of Arizona Public Lawyers Section.

The Public Lawyers Section annually honors a judicial officer who demonstrates dedication and commitment to improving the justice system. Recipients of the Justice Michael D. Ryan Award must demonstrate they have high ideals, personal character and judicial competence. 

“I am honored to be selected as the recipient of the 2020 Justice Michael D. Ryan Award for Judicial Excellence,” Judge Dominguez stated. “It is a great privilege to join the list of esteemed jurists previously selected for this award.”

Judge Louis Frank Dominguez has served on numerous State Bar and Supreme Court committees; is a frequent speaker and presenter at seminars and other educational opportunities; and he has served on the Arizona Commission on Judicial Conduct since 2007 and as Chair since 2011. 

He has facilitated education sessions on topics such as Judicial Ethics, Human Relations and Diversity, and Victims’ Rights on behalf of the Arizona Supreme Court, the Arizona State Bar, The National College on Judicial Conduct and Ethics, the American Bar Association, and other organizations. 

Judge Dominguez is a member of several organizations including the Arizona Judicial Council, the Arizona Supreme Court 2020 Judicial Conference Planning Committee, the Arizona Magistrates Association, and the Arizona Minority Judges Caucus. 

He also focuses on working with youth in the community and through leadership development as demonstrated by his commitment to the Surprise City Court Academy program that provides youth with an opportunity to participate in interactive career education in the field of Law and Government, among other programs.

Judge Dominguez received his B.A. in Psychology at Arizona State University and graduated from the Arizona State University College of Law. He was appointed as the Presiding Judge for the Surprise City Court in 2013.
