Not less than six days nor more than 20 days after a primary or general election, the governing body of the city or town will meet to canvass the votes. If the returns from any polling place are missing at the time of the meeting of the governing body, the canvass will be postponed on a day-to-day basis until all returns are received by the city or town council.
