REGULAR MEETING

 

June 4, 2002

Call to Order:

           Roll call:

 

Chairman Bails called the Regular Planning and Zoning Commission Meeting to order at 6:00 p.m., at the Surprise City Hall – 12425 West Bell Road, Suite D-100, Surprise, Arizona 85374, on Tuesday, June 4, 2002.  Also in attendance with Chairman Bails were Vice Chairman Dan Morris, Commissioners Ken Senft, Tony Segarra, Lyn Truitt, and Jan Blair.   Commissioner Bob Gonzales was excused.

 

Staff Present:

 

Deputy City Attorney, Jeff Blilie; Community Development Director; Phil Testa; Planning Manager, Scott Phillips; Planner, James Atkins; Planner, Grant Penland; Planner, Desmond McGeough; Planning Associate, Stephanie Wilson; Administrative Assistant, Jenifer O’Melia.

 

·        Approval of Planning and Zoning Meeting Minutes - APPROVED

 

Morris made the motion to approve the Regular Planning and Zoning Minutes of May 21, 2002.  Blair seconded the motion.  6 yes votes, 1 excused (Gonzalez).  Motion carried.

Planner, Penland made a presentation for Application RS01-72.

 

No commission questions or public comments were made.

 

Morris made a motion to recommend approval for Application RS02-071, subject to stipulations a – l attached hereto as Exhibit A.  Truitt seconded the motion.  6 yes votes, 1 excused (Gonzalez).  Motion carried.

 

REGULAR ITEMS REQUIRING A PUBLIC HEARING:

 

·        Consideration and action to recommend approval of Application PP02-093, Preliminary Plat for Saguaro @ Sun City Grand.

 

Associate Planner, Wilson made a presentation for Application PP02-093.

 

No commission question or public comments were made.

 

Truitt made a motion to recommend approval for Application PP02-093, subject to stipulations a – l attached hereto as Exhibit B.  Morris seconded the motion.  6 yes votes, 1 excused (Gonzalez).  Motion carried.

 

·        Consideration and action to recommend approval of Application GPA02-118, General Plan Amendment for The Orchards.

 

Planner, Penland and Planner McGeough made presentations for Application GPA02-118 and Application PADA02-119 jointly.

 

General discussion took place with Commission.  They stated their concerns with maintaining the overall densities.

 

There were no public comments.

 

Truitt made a motion to recommend approval for Application GPA02-118, subject to stipulations a – d attached hereto as Exhibit C.  Blair seconded the motion.  6 yes votes, 1 excused (Gonzalez).  Motion carried.

 

·        Consideration and action to recommend approval of Application PADA02-119, Planned Area Development Amendment for The Orchards.

 

General discussion took place with Commission.  They stated their concerns with maintaining the overall densities.

 

Morris made a motion to recommend approval for Application PADA02-119, subject to stipulations a – r attached hereto as Exhibit D.  Truitt seconded the motion.  6 yes votes, 1 excused (Gonzalez).  Motion carried.

 

·        Consideration and action to recommend approval of Application ZTA02-136, Zoning Text Amendment for the Planning & Design Guidelines.

 

Planning Manager, Phillips made a presentation for Application ZTA02-136.

 

General discussion took place with the Commission.  They stated general concerns with wording and clarification on diagrams.

 

There were no comments from the public.

 

Morris made a motion to recommend approval for Application ZTA02-136, subject to stipulations a – f attached hereto as Exhibit E.  Blair seconded the motion. 6 yes votes, 1 excused (Gonzalez).  Motion carried.

 

·        Consideration and action to recommend approval of Application ZTA02-137, Zoning Text Amendment for Single Family Residential Home Product Design Guidelines.

 

Planner, Atkins made a presentation for Application ZTA02-137.

 

General discussion took place with Commission. 

 

Bails opened the hearing to the public.

 

SPEAKER:  Jerry Leavitt, 3200 E Camelback Road, Suite 180, stated he is the Director of the Home Builders Association.  He handed out a letter (Exhibit F), and stated he would like this project to be delayed.

Bails closed the hearing to the public.

 

Truitt made a motion to recommend approval for Application ZTA02-137.  Morris seconded the motion.  6 yes votes, 1 excused (Gonzalez).  Motion carried.
