Vice Chairman Bails called the meeting to
order at 7:40.

Planner Penland made a presentation for
Application FPA01-40, FPA01-41, and FPA01-42.
Commissioner Segarra wanted to know the
reason for the increase in the lot sizes.
Planner Penland stated the increased lot
sizes are needed to accommodate for a different product.
SPEAKER: Steven Earl, 3101 N. Central, stated
there is a desire for adversity in new product lines and that’s the
reason for larger lot sizes.

Commissioner Morris made a motion to approve
Application FPA01-42, subject to stipulations a – b attached hereto as

Vice Chairman Bails stated she is a resident
of Sun City Grand and
there is no conflict of interest on
Applications FPA01-40, FPA01-41, and FPA01-42.
E-1. Public Hearing – Application
SP01-23
Rick Reigle of Reigle & Associates Architecture Planning, Ltd., on
behalf of Grand Village L.L.C., property owner is requesting consideration
and action on a Site Plan for commercial land, located at 14291 W. Grand
Avenue. (Grand Village - Phase 4)
Planner Penland made a presentation for
Application SP01-23.
Commissioner Morris had concerns with the
separation between the sidewalk and the curb and would like the sidewalk
to come into the landscaping along Grand Avenue. He would like to add a
stipulation to make the change.
Commissioner Segarra stated he would like 2
more handicap spaces added to the restaurant parking and would like to see
angled parking.
Commissioner Senft had concerns with the
parking and would like to see angled parking and pedestrian pathways
through the parking lot.
Planner Penland stated that pedestrian
pathways are included in this project.
SPEAKER: Greg Reigle of Reigle &
Associates Architects, 12424 N. 32nd Street, the project
architect stated they will modify the sidewalks along Grand Avenue, and
they have provided ways to keep the pedestrians connected from the public
streets to all of the buildings. The use of ninety degree parking is a way
to keep traffic moving smoother and it’s more efficient. He also stated
staff can add a stipulation to have them add 2 additional handicap spaces.
Vice Chairman Bails wanted to know if there
is golf cart parking on the site and where the trucks will be loading and
unloading on the site.
SPEAKER: Greg Reigle stated that golf cart
parking has not been considered for this project. The loading and
unloading of the trucks are usually done in the service area but it’s
left up to the user of the buildings and it usually happens during off
hours.
Commissioner Morris had concerns with the
aisle widths and to make ninety degree parking more desirable make the
parking spots ten feet wide wherever there is a heavy traffic area.
SPEAKER: Greg Reigle replied the typical
aisle width is 25 feet and the main drives from the street are 30 feet
wide. He stated there are wider aisle in the main traffic routes.
Commissioner Senft wanted to know if the
applicant would extend the pedestrian pathway through the parking lot.
SPEAKER: Greg Reigle stated they can take out
some landscaping and have the sidewalk go throughout the parking lot.

SP01-23

behalf of Grand Village L.L.C., property owner is requesting consideration
and action on a Site Plan for commercial land. (Staff Recommendation -

Commissioner Morris made a motion to approve
Application SP01-23, subject to stipulations a – m attached hereto as
Exhibit E. Commissioner Segarra seconded the motion.

F-1. Public Hearing – Application FP01-07
Dorothy Desroches of Stardust Development, Inc., on behalf of Benross
Corporation, property owner is requesting consideration and action on a
Final Plat for a residential subdivision, located at the northwest corner
of Bullard Avenue and Cactus Road. (Rancho Gabriela – Phase 1)
Planner Atkins made a presentation for
Application FP01-07.
Commissioner Segarra wanted clarification on
stipulation o.
Planner Atkins stated that stipulation o is
in regards to over flight by Luke Air force Base.
Deputy City Attorney Ted Mariscal stated
stipulation o is in regards to the avigation easement to provide a release
of liability to the City of Surprise.
SPEAKER: Steven Earl 3101 N. Central, stated
stipulation o was in the PAD and stated the property is not within the
AICUZ lines, but that there will be over flights from Luke Air force Base.
Commissioner Gonzales had concerns with the
amentaties provided and who will offer them.
SPEAKER: Steven Earl replied that the
developer provides them for the community.

Commissioner Gonzales wanted to know if the
two wells on the property are being abandoned.
SPEAKER: Steven Earl stated they have to
create two new wells through the city system.
F-2. Consideration and action on Application
FP01-07
Dorothy Desroches of Stardust Development, Inc., on behalf of Benross
Corporation, property owner is requesting consideration and action on a
Final Plat for a residential subdivision. (Staff Recommendation -
Approval)
Commissioner Segarra made a motion to approve
Application FP01-07, subject to stipulations a – p attached hereto as
Exhibit F. Commissioner Morris seconded the motion.
Motion passed. 5 Yeas, 0 Nays, and 1 Absent.
G-1. Public Hearing – Application PP01-16
Rex Ross of Beazer Homes, on behalf of AD&D, L.L.C., property
owner is requesting consideration and action on a Preliminary Plat for a
residential subdivision, located north of Waddell Road and east of Bullard
Avenue. (Ashton Ranch Unit 4)
Planner McGeough made a presentation for
Application PP01-16.
Vice Chairman Bails had concerns with the lot
sizes because the PAD states that 45-foot lots cannot exceed 35% but they
do on this plat. She stated that homes on 45-foot lots cannot support
families.
She also wanted to know if this project meets
the design guidelines.
Planner McGeough replied that the applicants
have exceeded in larger lots and the balance of lots meets the intent and
spirit in staff’s opinion. He stated that this is Unit 4 of Ashton Ranch
and it was approved before the new design guidelines.
Commissioner Senft had concerns with the
project being consistent with the new general plan.
Planner McGeough stated it is consistent with
the general plan.
Commissioner Morris stated he would like the
houses along Bullard Avenue to have more diversity and take a few lots out
to move the houses farther apart and have more open space.
SPEAKER: Paul Gilbert 3200 N. Central, on
behalf of Beazer Homes, stated the density has already been approved in
the PAD and this is the last of 4 units in the subdivision. They worked
with the school district and that is why they are 1% over on the lots. He
also stated that they meet the legal requirements.
SPEAKER: Rex Ross 2005 W. 14th
St., stated the applicant will take cutouts along Bullard Avenue and cut
off parts of the lots so they are not as pointy.
Commissioner Morris would like a couple of
the lots along Bullard Avenue to be eliminated so there would be larger
lots along the Road and break up all the smaller lots in one area.
SPEAKER: Rex Ross stated they can take out a
couple lots but are not sure what that will do to the percentages.

Commissioner Morris made a motion to approve
Application PP01-16, subject to stipulations a – I attached hereto as
Exhibit G. Commissioner Bails seconded the motion.
Motion passed. 5 Yeas, 0 Nays, and 1 Absent.

VII. REPORT FROM PLANNING AND ZONING
DEPARTMENT:
Administrative Assistant O’Melia reminded
the commissioners to turn in their letters to the Mayor and City Council
if they would like to remain on the commission.
VIII. REPORT FROM PLANNING AND ZONING
COMMISSION:
Commissioner Segarra stated he would not be
attending the meetings in June because he is having surgery. He would like
to receive the packets still. He also wanted to know what staff was doing
in regards to parking.
Planning Manager Phillips stated staff is
taking a comprehensive look at the whole process of going through site
plan design on commercial parcels.
IX. ADJOURNMENT:
There was no further business. On a motion
duly made and seconded. Vice Chairman Bails declared the meeting adjourned
at 9:30.
