CUP04-147– CONSIDERATION AND ACTION – CONDITIONAL USE PERMIT – SURPRISE MEDICAL AND PROFESSIONAL COMPREHENSIVE MASTER SIGN PLAN –APPROXIMATELY 3.54 ACRES LOCATED AT THE NORTHEAST CORNER OF MOUNTAIN VIEW BOULEVARD AND REEMS ROAD.

 

Stephanie described the item under consideration.

 

Primary site identification consists of 2 monument signs.       To compliment architectural theme of site and cabinet portion of sign will be eliminated.  Aluminum routed with back up lighting backed by white plastic.  Restricted to white neon only. 

Reverse channel letters with halo effect.  3 to 4 inches pegged off of the wall.

 

Staff did receive a letter from Maricopa Water District concerned about location in easement.

 

Add stipulation h  Applicant shall obtain a written approval from the MWD and submit with permit

 

Add stipulation I  Applicant to work with staff to relocate numbers on sign to accommodate the FD

Applicant:  Roy Bade  explained speciried that signage visible from the roadway not be

SW  All signage in package is included and is important, and considered an important element. 

 

RB  Built several of these projects around the valley.  The typical medical office tenant does not desire to pay for, very expensive.  Some have no interest in having their signage lit.  Try to leave up to the discretion of the tenants.  Signage package where all signs look the same. 

 

JB  Do you agree to the other 2 stipulations

 

RB  I don’t have a problem with the stipulation.  We don’t have intention of being in water dept easement.

SW  We would request the letter if placed in easement.  In some areas we don’t have that information available.  Maybe LF can help me.

 

LF.  Since MWD has addressed this case, then we do need to have the letter.

 

RB  I can guarantee no encroaching on their easement.  All signage packages are at least 8 ft away from them in every case.  I have no problem asking for their approval.

LF  Stipulation ensures clarity on permit issuance.  A letter from MWD is appropriate if no encroachment.  They have no authority to deny or comment if not on their property.,

SW  We were given information late afternoon.  All West Valley cities are working on consistency in building address signs but nothing in effect at this time.

SW provided explanation of permit request and signage.

CHAIRPERSON AND COMMISSIONERS

 

LF:  Desmond to speak on GP Amendments  (2) this year – Cactus Lane Ranch and Auxilary Base # 1-protecting it a bit futher.  Just wanted to outline and note that next meeting we will be having a work shop  9/8 open house on gp amendments.  9/12 offsite meeting to approve, try to do at Willow Canyon HS.  If any questions, please call me about information in packets.

COMMUNITY DEVELOPMENT DIRECTOR

 

LF  Sun Haven Ranch still working with themn  regarding annexations.

Stadium Village – Millenium group approved project….moving forward.

Discussions regarding a hotel at SE corner of Westpoint Pkw and Bell

Couple of other major projects but not to point where we can talk about yet.

Also, been advised these meetings will be broadcast live in the near future.

 

 

 

 

 

 

CONSIDERATION AND ACTION TO HOLD AN EXECUTIVE SESSION:

 

 

 

 

 

Pursuant to A.R.S. § 38-431.03(A)(3), the Planning and Zoning Commission may go into executive session with the City Attorney for legal advice on any item listed on the agenda.

 

 

 

            AS  would it be possible to have workshop meetings only once a month instead of twice, either first or third Tuesday.

 

LF  We will be starting on UDC in October – joint workshops

                                    Paula Foster regarding article in  regarding SCG – firehouse that would be put on church property in SCG.  Would have to be put rezoned.  Concerned about the noise created by the EMT crew which would be chaotic.  People bought on stipulation that property would be a church,  /Would be a disservice to people who already live there.  SCG is up in arms about it.  Othe issue is a question:  What is the procedure & correct policy when you put up a constructed building, are they allowed to have an unpaved parking lot or can they receive a COO.  What is height allowed of building.
