City Council votes to change City Auditor to an appointed position

Surprise, AZ (March 2, 2022) The Surprise City Council has voted unanimously to change the Surprise Municipal Code to establish the Internal Auditor position as an appointed official. This provides the position a clear line of communication to the Council and clear independence from the sections, departments and positions being audited. At the March 1 City Council Meeting, the Council approved a contract to move current Surprise Sr. Internal Auditor Carol Holley into this new appointed position. 

“We believe this change was necessary to ensure transparency to the taxpayers and also follow best practices by having the auditor report to the City’s governing body, which is the City Council,” said Surprise City Manager Bob Wingenroth. “This change will help auditors receive faster direction from City Council, and the City Council can feel confident that the information they’re getting is unbiased and independent.”

The city auditor will join the city manager, city clerk, city attorney, presiding judge and associate judge as appointed positions within the City of Surprise. 

Holley began to oversee the audit program when it was first adopted in 2016. The program was established to conduct financial, performance, contract compliance and internal control audits. During her tenure at Surprise, she has worked to increase overall transparency and helped to establish a way for residents to report potential fraud, waste or abuse directly to the auditor through the City website at surpriseaz.gov/2561/Internal-Auditor.
