Surprise Voters Approve EPCOR Franchise Extension
Surprise, AZ (November 3, 2021) The unofficial results of the November 2 election are in, and Surprise voters have approved an EPCOR franchise extension.
This approval extends a previous 25-year agreement with EPCOR Water for an additional 25 years, allowing the company to construct, maintain and operate a potable water delivery system and a wastewater collection, treatment and disposal system throughout the city public rights-of-way. Under this agreement, EPCOR will pay a 2% franchise fee to the city. That money will go into the city’s General Fund, which pays for public safety, parks, street maintenance and more.
EPCOR is one of six water providers in the City of Surprise. This election did not change EPCOR’s service area or grant authority to change utility rates.

The Maricopa County Elections Department will post results again today, which will include ballots dropped off Monday. Tuesday’s ballots will be reported Thursday. If a signature is questioned, voters have until 5 p.m. Friday to contact the Elections Department. Voters can track their ballot online at BeBallotReady.Vote. Results are not final until after the three-day cure period for questionable signatures and all verified ballots are counted.
