Holly Osborn to serve as Parks & Recreation Director
Surprise, AZ (June 28, 2021) City Manager Mike Frazier announced today that he has selected Holly Osborn to serve as the next Surprise Parks & Recreation Director.
Osborn has 18 years of progressive experience with the city of Surprise, most recently as an Assistant Finance Director. She began her career with the city as a Parks & Recreation Aide in 2003 and moved up through the department ranks to Recreation Supervisor, before transitioning into the Finance Department in 2015, first as a Contract Analyst and later as a Finance Assistant Director in 2017.
“Holly has the perfect mix of what it takes to connect with the community through Parks & Rec programming, while also having the business savvy to explore new funding strategies that work within city budget limitations,” says Frazier. “Her passion is providing quality of life services to our residents, with a keen sense on monitoring competing city service needs and those financial impacts.”
“I’m humbled to continue my service to Surprise as a servant leader to our Parks & Recreation Team,” says Osborn. “I look forward to navigating our future to expand recreation space and programs.”
Osborn earned a Master’s of Business Administration from Ottawa University and a Bachelor’s in Parks and Recreation Management from Northern Arizona University.
The Parks & Recreation Director recruitment attracted more than 70 applicants from across the country.
The city extends much appreciation to Assistant Parks & Recreation Director Paul Frie for his service as Interim Director during this transition, following the retirement of the previous department director.
