Civil Division

The Civil Division is committed to ensuring City compliance with all federal, state, and local laws. The Division represents, advises, and assists all City Departments with business and legal transactions, seeking to maximize benefit to the City while at the same time minimizing risk.  The Office focuses on issues related to local government law, such as land use, condemnation, public finance, taxation, public safety, public records, and open meeting laws. Responsibilities also include drafting or reviewing all legal documents including resolutions, ordinances, contracts, leases and deeds.

The Civil Division is also involved in defense of the City in all federal and state civil lawsuits and complaints filed with regulatory agencies.

The Civil Division is currently guided by City Attorney, Robert Wingo, is supported by five additional attorneys and two administrative staff personnel.
