The City of Surprise is currently accepting applications for the position of Councilmember District 2 (Cottonwood) that was vacated by an existing Councilmember due to resignation. All applicants must reside with the District 2 new district boundaries. The term expiration will be December 31, 2016. Here is the current City Code relating to Council Vacancies: Sec. 2-22. Vacancy in Office. (a) Vacancy Defined. A vacancy in office will have the meaning set forth in Title 38, Chapter 2, Article 6 of the Arizona Revised Statutes. A vacancy caused by resignation is created on the effective date of the resignation date or, if no effective date, the date the resignation is accepted by council. Vacancies will be filled by appointment pursuant to this Section. (b) Term of Appointment. If a vacancy occurs more than thirty days before the nomination deadline, the term of any person appointed in accordance with this section will expire at the next regularly scheduled council election. In all other cases, the appointment will be for the unexpired term. (c) District Vacancy.

(1) Vacancies in district office will be advertised beginning no later than 14 days from the date the vacancy is created when caused by death, and 7 days from the date the vacancy is created in all other cases. The city clerk will advertise all vacancies in at least one newspaper with local circulation, on the city website, and in all designated posting locations during the application acceptance period. (Ad in Daily News Sun on Tuesday, September 13th)

(2) All eligible persons interested in filling the district vacancy must submit an application to the city clerk's office prior to the close of the acceptance period. The application acceptance period will end at 5:00 p.m. on the 14th day following the placement of the advertisement as required by subsection 1 of this Section. (Ad closes on Tuesday, September 27th – 5:00 p.m.).

(3) No later than the end of the business day following the close of the application acceptance period, the city clerk will forward to the mayor and council and post on the City website a copy of all applications submitted during the application acceptance period. (Next day – Wed., Sept,. 28th)

(4) The Council will interview each applicant at a public hearing held no later than 10 days following the close of the application acceptance period, followed by a 7 day period during which public comment may be submitted to the city clerk’s office. (Tuesday, October 4th – 4:00 p.m. – Special Council Meeting – with a public hearing).

(5) No later than the end of the business day following the close of the public comment period, the city clerk will forward to the mayor and council and post on the City website a copy of all comments submitted during the comment period. (Wed., October 12th, 2016 – 5:00 p.m.)

(6) A district candidate must be selected no later than the second regularly scheduled council meeting following the public hearing – Tuesday, October 18, 2016 – Regular Council Meeting

Applications are available for pick up the City Clerk’s Office located at 16000 N. Civic Center Plaza , starting on Tuesday, September 13th, 2016 – 8:00 a.m. to 5:00 p.m. Monday – Friday, and the closing date will be Tuesday, September 27th, 2016 – 5:00 p.m. Interviews will be scheduled for Tuesday, October 4th, 2016 @ 4:00 p.m. at a Special Council Meeting. Selection of the applicant will take place on Tuesday, October 18th, 2016 @ 6:00 p.m. Regular Council Meeting. Please submit applications to the City Clerk’s Office at address listed above.
