Distracted Driving Ordinance
The City of Surprise is considering adopting an ordinance which would prohibit the use of a mobile communications device, such as cellular phones, while operating a motor vehicle. The proposed ordinance would not apply to devices being used in hands-free mode. Additionally, there would be exceptions for anyone communicating an emergency situation to emergency personnel and for public safety personnel involved in official duties.
The Surprise City Council approved a False Alarm Ordinance designed to reduce the number of false alarm calls phoned into Surprise Police. Only 1 in 1,000 intrusion alarm calls are the result of criminal activity, and according to Surprise Police, the Department receives about 4,000 such calls a year.
It is expected the ordinance will protect buyers, provide guidelines for sellers, deter trafficking in stolen property and facilitate the return of stolen property back to rightful owners. There is an educational grace period with the ordinance until July 1, 2012 during which there will be no enforcement of the ordinance.
