The Purchasing Division has a handbook to acquaint you with the city’s business procedures:

How to Do Business with the city of Surprise
The City of Surprise’s procurement is based on the “Procurement Code” passed by the City Council. The amount of the individual expenditures for a specific commodity or service determines the level of competition required and responsible party.
Formal Bid/Proposals - Formal bids and proposal solicitations are required to be issued when the cost of procurement exceeds $50,000.
Informal Bid/Proposals - Informal purchases are $50,000.00. A variety of methods are used to make these purchases.
Licensing Requirements – A City of Surprise Business License is not required to submit a bid or a proposal but must be obtained prior to finalization of the Award Notification. This requirement includes businesses within the municipal limits of Surprise and those who may be physically located outside of the municipal limits but enter the city to conduct business or perform services.
