The General Plan guides the city's development. It expresses community values and goals, and portrays the community's vision for the future.

General Plan 2035 Update

As city’s needs change, it is common for General Plans to be updated. Surprise is considering several updates to its 2035 General Plan, and is asking for public input to help guide the process.

Heritage Overlay District (OTS) Master Plan

The Surprise Original Town Site represents the history and culture of Surprise. It’s important to preserve and protect this historic area, while also enhancing it! The City is looking for public input on how to make the OTS a vibrant place to live, work and visit!
