2010 General Plan Major Amendments
All proposed major amendments to the General Plan shall be presented by the Mayor and Council at a single public hearing during the calendar year in which the proposal is made. Prior to the Mayor and Council consideration of an amendment to the General Plan, the Planning Commission shall hold at least two public hearings in two different locations before forwarding a recommendation to the Mayor and Council. Public and jurisdictional notice shall comply with all state and City regulations. The adoption of a major amendment to the General Plan shall be approved by affirmative vote of at least two-thirds of the members of the Mayor and Council.

FS10-003 – Major General Plan Amendment to update the Transportation Plan
FS10-025 – An update to adopt the General Plan 2030 and submit the plan to public vote

Adoption and Ratification Process
The General Plan must be ratified by citizens of Surprise every ten years according to current state laws. This requirement provides the opportunity for the city to assess progress that has been made toward meeting the city’s goals and to respond to the changing community. The plan must be ratified by a majority of the qualified electors.
Prior to the vote, the city staff will develop a public hearing outreach campaign so that the citizens of Surprise can understand the implications of the General Plan.
