Ballot: Voters will see a single $184,900,000 question on the ballot and will be asked to vote “yes” or “no.” The question contains four categories with dollar amounts associated with each:

- Grand & Bell Interchange (click for a fact sheet on this project)
Local match portion of Arizona Department of Transportation (ADOT) project for construction of a grade separation traffic interchange at Bell Road and Grand Avenue. - Low Water Crossing of Agua Fria
Planning, design, and construction of this project will provide an east-west crossing of the Agua Fria parallel to Bell Road. Early studies indicated as many as 30,000 vehicles per day can be diverted from Bell Road if parallel capacity is provided. - Public Transit:
- bus bays
Design and construction of five bus bays for future transit along Bell Road. The bus bays will be designed and constructed in conjunction with the turn lanes. - DART parking
The present facility at the Senior Center accommodates nine vehicles belonging to DART (Dial a Ride Transit). Fleet expansion of both divisions will make additional parking a necessity. Four additional cutaway buses will require a 12 foot width for parking and a 300 foot long security fence. Angled spaces to allow easy entry/exit and a storage shed for vehicle supplies are requested. - Street Preservation and Maintenance
Road preservation for all city streets including repair, crack sealing, fog seal with seal master, mill and overlay, and reconstruction. This project allocation is used to maintain roads at different levels of repair throughout the life of the road. - Litchfield Rd. from Waddell to Desert Cove: 1.8 miles
Construction of new pavement, sidewalk, bike lane, curb, gutter, streetlights, and landscaping. This project will complete Litchfield Road between Desert Cove Road and Waddell Road with two travel lanes in each north and south direction (a distance of approximately 1.5 miles). This project also includes Intelligent Transportation System (ITS) conduits on Litchfield Road between Desert Cove and Cactus Road. - Cotton Lane from Bell to Cactus: 3.0 miles
Construction of new pavement, sidewalk, bike lane, curb, gutter, streetlights, and landscaping. This project will complete Litchfield Road between Desert Cove Road and Waddell Road with two travel lanes in each north and south direction (a distance of approximately 1.5 miles). This project also includes Intelligent Transportation System (ITS) conduits on Litchfield Road between Desert Cove and Cactus Road. - Greenway Rd. from Litchfield to Perryville: 2.75 miles
Design and construction of new pavement, sidewalk, bike lane, curb, gutter, streetlights, turn lanes, and landscaping. This project will complete Greenway Road between Cotton Lane and Perryville Road with two travel lanes in each east and west direction (a distance of approximately 2 miles). The project will include well site relocations east of the Beardsley Canal and the intersection of 175th Avenue. The relocation at Beardsley Canal also includes the roadway crossing construction. The project also includes Intelligent Transportation System (ITS) conduit between Citrus road and Perryville Road. - 163rd Ave. from US 60 to Jomax: 2.0 miles
Design and construction of new pavement, sidewalk, bike lane, curb, gutter, streetlights, turn lanes at every quarter mile, Intelligent Transportation System (ITS) conduits, and landscaping. This project will complete 163rd Avenue between Grand Avenue and Jomax Road with three travel lanes each in north and south directions a distance of approximately 2.75 miles. - El Mirage from Northern to Bell: 6.0 miles
Reimbursement to Maricopa County Department of Transportation (MCDOT) for the widening of El Mirage Road. The proposed project includes the widening of El Mirage Road between Northern Ave and Grand Ave, and between Greenway Road and Bell Road (city of Surprise portion), as well as a potential crossing of Grand Ave to connect the north and south segments of El Mirage Road. - County begins work north of Bell to the 303 in Feb. 2010
- Sarival Rd from Greenway to Bell: 2.0 miles
Design and construction of new pavement, sidewalk, bike lane, curb, gutter, streetlights, and landscaping. This project will complete Sarival Road between Bell Road and Waddell Road with two travel lanes in each north and south direction (a distance of approximately two miles). The project will also include design and construction of median and turn lanes along Sarival Avenue between Young Street and Greenway Road. - Civic Center Parkway: new from Bell to Paradise
Design and construction of new pavement, sidewalk, bike lane, curb, gutter, streetlights, turn lanes, Intelligent Transportation System (ITS) conduits, and landscaping. This project will complete Civic Center Parkway as a three lane road in each direction between Bell Road and Paradise Lane (a distance of approximately 2,100 feet). Additional improvements include drainage, signal modification at Bell Road, and a new signal at Paradise Lane. - Dust control paving throughout city
- Right turn lanes, traffic signals
Design and construction of turn lanes at various locations along Bell Road. Construction will include new paving, curb, gutter, sidewalk, signing, striping, and signal upgrade for right turn lanes. A total of 22 locations have been identified. Design of 11 turn lanes have been completed. Updates to the design will be required before construction. In addition, bid documents need to be prepared.
Design, purchase, construction, and installation of traffic signals at various intersection locations throughout Surprise. Budgeted $350,000 per intersection. - Sun Valley Parkway DCR- city share of study to create development planning concepts
Reimbursement to Maricopa County Department of Transportation (MCDOT) for a Design Concept Report which will define the right of way, document the alignment, determine the drainage needed and provide enough detail that final design can be developed, either by capital improvement projects or developer. It is likely the 27 miles will be built by developers, primarily, and they will need a DCR of sufficient detail to build incremental projects that fit together into a seamless system. - Reems Rd: new lane north of Hearn Rd., finish regional flood control, add median, sidewalks
Design and construction of 700 feet of roadway to complete the widening of Reems Road to include pavement, curb, gutter, bike lane, and sidewalk. The construction will include the north half of the Reems Road channel box culvert located at the intersection of Reems Road and Hearn Road. This project also includes the construction of the Reems Road channel (approximately one mile) from Waddell Road to Cactus Road with a half box culvert at Cactus Road and Waddell Road, landscaped median and sidewalks from Waddell Road to Cactus Road, and landscaping, streetlights and sidewalk (east and west) from Cactus Road to Peoria Avenue. - Flood control projects in NW area of the city
This is a reimbursement to Maricopa County Flood Control. The project is a flood control study followed by the removal of existing homes and other platted parcels from the floodplain/floodway. This will be accomplished with new flood control infrastructure between US 60 and the McMicken Dam. It is anticipated that the regional drainage system will be constructed in several phases. The first phase will collect storm water at US 60 and route it through Martin Acres to an existing wash ¼ mile south of Norwich Road. The total project cost is $4,571,000 with Maricopa County Flood Control as a cost share partner with an estimated funding match of $2,285,500. - Bell Rd: Additional RT lanes, sidewalks- east/west of Grand (Bell Road Reconstruction already funded)
Sidewalks: Design and construction of ten foot wide multi-purpose concrete sidewalks east of Grand Avenue along the south side of Bell Road. The sidewalks will start from Grand Avenue to Sierra Dawn Boulevard and progress from Sierra Dawn Boulevard to Avenue of the Arts, including right-of-way acquisition. This project also includes the design and construction of sidewalk along Bell Road west of Grand Avenue. The project entails demolition of the existing asphalt paved sidewalk and replacement with a new four inches thick and six feet wide concrete sidewalk with Americans with Disabilities Act (ADA) ramps. The sidewalk will be located between 141st Avenue and SR 303 along the north and south side of Bell Road.

- Innovations Center - $2.5 million
The City's match to a potential United States Department of Commerce Economic Development Administration Grant to renovate the old city hall complex. The remodel will create the 58,800 square feet “Techcelerator” at former City Hall complex. For more information click here. - Surprise Rail Station - $6 million
Rail station with restrooms, covered parking, and space for potential retail sites located near Bell Road and Grand Avenue. - Land for Future Rail Station - $2.5 million
Purchase of approximately 25 acres of land for a future rail station to be located near Grand Avenue and Lone Mountain Road.

- Construct a permanent fire station to replace temporary structure at 163rd Ave/Grand
Construct permanent Fire Station #4 and per lease agreement, restore current site to original condition. This project will consist of funding for approximately three acres of land, a multi-bay ~10,000 sq. ft. station with landscaping and related furniture, fixtures, and equipment (FFE) costs for equipping the station. - SCBA (air packs) for firefighters
Replacement of all Self Contained Breathing Apparatus (SCBA) equipment. This includes approximately 200 SCBA air tanks, 100 airpacks, 130 SCBA masks and 3 SCBA air-filling stations. - Heart Monitors
Replacement of all (12) Cardiac EMS Heart Monitors currently in operation in the Fire Department. Two to be replaced in FY2011 and ten in FY2014. The two being replaced in FY2011 will no longer be supported effective April 2010. The ten replacements in FY2014 will no longer be supported effective September 2016. - Police and Fire radios
Both a federal mandate, and the city’s participation in the Automatic Aid Agreement, dictate that all communication equipment be replaced with 800Mhz (megahertz) compliant equivalents. The scope of this project is three-fold. First, approximately $500,000 will be required to replace all (100) existing radios to 800Mhz models (including spare batteries and chargers). Second, approximately $300,000 will be required to upgrade or replace all (13) existing MCT (mobile computer terminals), 13 AVL (automatic vehicle locators), and 13 DVR (digital vehicle repeater) installed equipment. Third, the Fire Department is estimating that the city’s portion of the required infrastructure expansion at $1.2 million. - Upgrades to Police Training Range
Improvements to the existing outdoor range to include instructional area. - Fleet Expansion
This request is to procure three additional engines to support a backup fleet of emergency apparatus in an expanding department. The department currently has three backup engines (2 bought in 2001, 1 bought in 1993) available for training and routine or unplanned maintenance of existing frontline apparatus. It is anticipated that the 1993 engine will be surplused in the near future. This request is for one engine in FY2011, two in FY2015 (assumes two additional stations for a total of nine) and two in FY2018 (assumes three additional stations for a total of 12). The addition of these engines would achieve a 2.5:1 ratio front line to backup apparatus (assumes a ladder tender backs up a ladder). - Police Department Parking Deck
Design and construction of a single level parking deck for the Police Department. Parking Deck will be aesthetically pleasing so as to not detract from the architecture of the Public Safety Facility. Parking Deck will accommodate approximately 80 cars and will be high enough to allow for high profile vehicle clearance.
Parks and Recreation: $6,660,000

- Surprise Tennis/Multi-Purpose Center- $4.26 million
Design and construction of an entertainment venue at the Surprise Tennis and Racquet Complex. This project includes permanent seating capacity of 2,500, restrooms, sound system infrastructure, and club boxes. - Surprise Recreation Campus Park Improvements (between Bullard and Parkview, south of Bell) - $1.5 million
Final phase of the Surprise Recreation Campus Park to include landscape, hardscape, and picnic enhancements to complement Dream Catcher Park, Tennis Facility, and existing Surprise Community Park. Elements include additional ramadas, sidewalks, pedestrian lighting, and a water play feature. Landscaping includes the retention areas south of the existing parking lot and the open space south of the Tennis Facility. - Skate/Bike Park, would be located at Surprise Center near DreamCatcher Park - $900,000
Design and construction of a skate park to be located at the Surprise Recreation Campus. The skate park will have approximately 17,000 square feet of skating surface for skateboard, BMX (bicycle motocross) bike, and rollerblade use. The facility will have a 9 foot bowl, and vertical and transition areas.
